More than two-thirds of the world's population do not have access to computers, the internet and other sophisticated new communication technologies.
In 2003 several African countries, led by Senegal, proposed that a fund be set up with revenues raised from both governments and private companies. But there has been intense debate over the viability of this initiatve, as well as its underlying principles.
This brief for journalists describes the controversy surrounding the Digital Solidarity Fund.
